Za djecu i mlade pasoši bez plaćanja takse
Dakle, ukoliko prijedlog dobije zeleno svijetlo, djeca i mladi do 21. godine neće više plaćati taksu za izdavanje pasoša u iznosu od 25 eura, već samo troškove obrasca od 15 eura.
U obrazloženju Prijedloga zakona navodi se da je Udruženje roditelji “potpuno osnovano uputilo inicijativu poslanicima Skupštine Crne Gore za izmjenu Zakona o administrativnim taksama u ovom dijelu”, te da je “realno i opravdano da takse budu oslobođena sva lica do navršene 21. godine života”.
Izdavanje pasoša za djecu, podsjetimo, ranije je koštalo je 15 eura, a nakon izmjena i dopuna Zakona o administrativnim taksama povećano je na 40 eura, budući da je i za najmlađe bila uvedena administrativna taksa od 25 eura, koja je, inače, obavezna za odrasle osobe.
Udruženje roditelji odmah je reagovalo na novo zakonsko rješenje i prvo se obratilo MUP-u, a kasnije poslanicima crnogorskog parlamenta koji su njihov zahtjev ocijenili opravdanim i pokrenuli inicijativu za dopunu Zakona o administrativnim taksama.
Poslanici su otišli korak dalje u odnosu na predlog Udruženja roditelji, pa su oslobađanje od takse predvidjeli i za sve mlade do navršene 21. godine života. Dakle, nijesu se zaustavili ni na granici od 18 godina, kada se stiče punoljetsvo, jer se najviše pasoša izdaje maturantima i studentima, dakle populaciji od 18. do 21. godine života.
Iza inicijative i Prijedloga zakona o dopuni Zakona o administrativnim taksama stoje poslanici Nikola Rakočević i Jovanka Laličić, Vujica Lazović, Genci Nimanbegu, Andrija Popović, Andrijan Vuksanović i Ervin Ibrahimović.
Podsjetimo, pravo na biometrijski pasoš ima crnogorski državljanin. Pasoš se izdaje sa rokom važenja od 10 godina, a licu mlađem od četiri godine života, sa rokom važenja od dvije godine.
Prema važećim propisima, za izdavanje pasoša prilaže se zahtjev (obrazac se dobija u područnim jedinicama ili filijalama za upravne unutrašnje poslove), dokaz o uplati naknade za obrazac 15 eura i administrativne takse 25 eura, kao i identifikaciona isprava (lična karta, pasoš, vozačka dozvola ili druga javna isprava sa fotografijom iz koje se može utvrditi njihov identitet).
Usvajanjem Prijedloga dopune Zakona o administrativnim taksama, djeca i mladi do navršene 21. godine plaćaće samo troškove obrasca – dakle 15 eura.
