Vlasnici hotela Avala i Bjanka, Beppler&Jacobson Montenegro (BJM) uputili su niz dopisa ka Ministarstvu finansija koje izgleda nijesu prošli filtere onih koji obavještavaju najodgovornije. Pitanje je jako jasno i legitimno: Ko daje podršku Kazino Avala da nesmetano radi sa blokadom od 20.539.770,97 eura, pitaju iz BJM.
“Nadležni organi ćute. Ne zna se da li su novi direktor Uprave prihoda i carina kao i ministar finansija i državni sekretari u tom resoru upoznati sa ovakvim gaženjem Zakona Crne Gore. Vjerovatno ne, jer ako može Kazino Avala da pod blokadom normalno posluje zašto onda to ne bi imao pravo i svaki drugi subjekt u Crnoj Gori koji je u blokadi. Šta onda uopšte znači instrument blokade, treba li onda ići svjesno u nazovi blokadu i pratiti ovaj primjer”, navode u saopštenju.
Oni smatraju da Kazino Avala zna trikove, jer i pored blokade od 20 miliona eura nastavlja da normalno posluje, isplaćuje igrače, zaposlene, plaća koncesione naknade, kao i predujme u sudskim postupcima.
Iz BJM ističu da je očigledno da je riječ o nekoj magiji, jer bi, kako su kazali, u suprotnom bilo potrebna podrška veoma moćnih ljudi kako bi jedan od najvećih registrovanih dužnika u Crnoj Gori nastavljao da se održava na površini i zadržava koncesiju za privređivanje igara na sreću.
Kazali su da još malo ko vjeruje u magiju, te da je mnogo realniji scenario da ipak nevidljiva ruka moćnog saveznika omogućava ovom društvu da posluje.
“Po pravnosnažoj presudi iz 2014. godine, Javni izvrštelj Darko Rajković je 12. januara ove godine blokirao račune budvanskog kazina za preko 20 miliona eura i praktično onemogućio ovo društvo da posluje, s obzirom da firme u Crnoj Gori mogu plaćati svoje obaveze samo preko računa, a svakako mnogo je obaveza koje kazino mora plaćati. Međutim, potraživanje povjerioca BJM od 20 miliona eura ostaje nenaplaćeno, ali za to vrijeme Casino Avala prilično uredno izmiruje obaveze drugim povjeriocima”, podsjetili su pitajući se kako je to moguće, a da je u skladu sa zakonom.
Dodaju da je od dana blokade računa Kazino Avala, na način koji istraga mora utvrditi, nedvosmisleno vršio plaćanja Privrednom sudu Crne Gore i Upravi prihoda i carina Republike Crne Gore i na taj način oštetio povjerioce koji su u redosljedu naplate. Smatraju i da se posebno mora utvrditi da li je i kako je vršeno plaćanje radnika i igrača.
Iz BJM ocjenjuju da postupanje Kazina Avala ne čudi imajući u vidu ranije postupke o kojima je javnost detaljno obaviještena, ali ono što je veoma začuđujuće je kako nadležni organi samo mirno gledaju kako se izbjegava blokada ovog dužnika.
“Ono što je najčudnije je da više državnih inspekcija po prijavama provjeravalo poslovanje Kazino Avala, ali da nijedna od njih nije našla da je nezakonito vršiti plaćanja za vrijeme milionske blokade. Moguća su 2 scenarija: jedan da zakoni ne važe isto za sve i drugi da magična ruka korupcije nastavlja da svojim trikovima obesmišljava cio sudski i državni sistem Crne Gore. Krajnje je vrijeme da institucije reaguju, tj. ukoliko to nije slučaj da se time pozabavi tužilaštvo te da se utvrdi ko je misteriozni pomagač Kazina Avala”, zaključili su u saopštenju.
