ĐUKANOVIĆ: Danas smo dalje od EU nego 2014. godine (VIDEO)
Predsjednik Crne Gore Milo Đukanović kazao je, nakon završene posjete Briselu da je njegova ocjena da su zemlje Zapadnog Balkana danas dalje od EU nego što su bile 2014. godine.
Posljednji je trenutak, kako je kazao, da se mora znati da li je zaista realna perspektiva zemalja Zapadnog Balkana u EU u dogledno vrijeme, i mora se definisati jasan vremenski okvir.
“U suprotnim će prazan prostor na Zapadnom Balkanu koristiti treće zemlje”, rekao je Đuaknvoić.
“Ovo je bila prilika da razgovaramo o dva aspekta naših odnosa. Jedan je bio realizacija investiciono razvojnog okvira Evropske unije prema Zapadnom Balkanu. Svi smo se složili sa tim da je to izvanredan podsticaj za realizaciju prije svega infrastrukturnih projekata koji će doprinijeti boljoj infrastrukturnoj povezanosti zemalja našeg regiona sa Evropskom unijom”, kazao jeĐukanović nakon večere sa liderima Zapadnog Balkana u Brislelu koju organizovao visoki prestavniko Evropske komisije Žozep Borel.
On je rekao da je drugi aspekt razgovora bio geopolitički.
“Razgovarali smo uopšte o perspektivi članstva zemalja Zapadnog Balkana u Evropskoj uniji i o odrazu tog procesa na stabilnost Zapadnog Balkana i na njegov demokratski i ekonomski prosperitet. To je bila prilika da u ime Crne Gore saopštim naše viđenje. To viđenje nije bilo pretjerano optimistično. Podsjetio sam da smo već 2003. godine na Solunskom samitu definisali jasnu perpsektivu za zemlje EU, pa čak i odredili neki krajnji rok da će to sve biti završeno 2014. godine. Danas smo sedam godina kasnije i moja procjena je da smo danas dalje od EU nego što smo bili 2014. godine”, naglasio je Đukanović.
Prema njegovim riječima, ne zato što smo danas u lošijem demokratskom kapacitetu u zemljama Zapadnog Balkana nego te godine.
“Logično je kazati da danas imamo više kapaciteta za reforme, da smo dostigli neke nove domete u međuvremenu, ali na žalost mislim da je ova pesimistična ocjena, generisana prije svega nedovoljnom posvećenošću i jedne i druge strane dostizanju zajedničkog cijla. A zajednički cilj je da zemlej Zapadnog Balkana postanu članice EU”, napomenuo je Đukanović.
Predsjednik Crne Gore je naglasio da se u međuvremenu događalo mnogo političke konfuzije.
“Podsjetio sam da smo na početku mandata ove Komisije imali nekoliko mnogo optimističkih ocjena koje se tiču evropske budućnosti Zapadnog Balkana. Ali na žalost sa tim ocjenama iz Brisela stizale su i druge ocjene iz drugih evropskih centara koje su bile kontradiktorne tim najavama. Danas još uvijek nemamo jasnu sliku naših odnosa. Rekao sam da je posljednji trenutak da moramo učiniti naše odnose jasnim.Moramo znati da li je zaista realna perspektiva zemalja Zapadnog Balkana u EU u dogledno vrijeme, i moramo definisati jasan vremenski okvir”, jasno je poručio Đukanović.
To je, kako ističe, minimum korektnosti i od partnerske odgovornosti, kada se ima u vidu i jedna i druga strana.
“Rekao bih da su svi učesnici na večeri podržali jedan takav pristup.Izrazili su uvjerenje da jeste neko posljednje vrijeme,da se našiosnovi postave na jasne osnove, daju neki jasni okviri, jer će se u protivnom nastaviti sa nepovoljnom realnošću koju sada imamo – da prazan prostor koji imamo na Zapadnom Balkanu koriste treće zemlje”, istakao je crnogorski šef države.
Dodao je da je legitimno da treće zemlje koriste onaj prostor koji imse ostavi prazan, ali ono što nije dobro je da je taj prostor nedovoljno ispunjen.
“Dakle, taj prostor mora da ispuni EU kao geopolitički subjekt koji ima primarnu odgovornost za stabilnost, ekonomski, demokratski prosperitet jednog evropskog regiona. Vjerujem da je i ova večera i čitav niz događaja posljednjih dana nagovještaj, jedne intenzivnije posvećenosti EU regionu Zapadnog Balkana i vjerujem da to može da prene i pomalo usnule reformeske potencijale u našem regionu, da uz takav podsticaj Brisela aktiviramo sve, ne samo političke, nego i društvene mehanizme u našim zemljama koje definitivno imaju potencijal da nas dovedu do onih standarda i onog sistema vrijednosti koji će Zapadni Balkan učiniti sastavnim dijelom savremene evrospke civilizacije”, zaključio je Đukanović.
