Đukanović potpisao Zakon o budžetu
Predsjednik Crne Gore Milo Đukanović potpisao je ukaz o proglašenju Zakona o budžetu za ovu godinu koji je Skupština usvojila prošle sedmice, saznaju “Vijesti” nezvanično.
Skupština je 17. juna u kasnim večernjim satima usvojila ovaj zakon koji je predsjedniku države dostavljen, kako je rečeno “Vijestima” iz parlamenta, 21. juna.
U skladu sa članom 94 Ustava Crne Gore “predsjednik Crne Gore dužan je da proglasi zakon u roku od sedam dana od dana usvajanja, odnosno u roku od tri dana ako je zakon usvojen po hitnom postupku, ili da zakon vrati Skupštini na ponovno odlučivanje”.
Da Đukanović nije potpisao ukaz, već zakon iz nekog razloga vrati parlamentu, to bi stvorilo nove probleme javnim finansijama, jer osim što zakon ne bi stupio na snagu 1. jula, bilo bi upitno kada bi ga poslanici u novoj proceduru ponovo izglasali pošto poslanici Demokratskog fronta bojkotuju rad parlamenta.
Kašnjenja sa odlaganjem usvajanja budžeta stvorila su velike probleme svim resorima u Vladi. Najviše trpe poljoprivrednici, jer je državni budžet osnova za agro budžet i mjere podrške poljoprivredi.
U problemima je i Uprava policije koja zbog neusvajanja budžeta ne može da plati rate za službena policijska auta kupljena na lizing pa je morala da ih vrati, kao i uprave za javne radove i saobraćaj jer ne mogu da započnu nove i da završe neke ranije započete kapitalne projekte. Ne postoji ni mogućnost raspisivanja tendera.
