Mali broj građana u Baru će moći da legalizuje svoje objekte
“Nakon više od 6 mjeseci i pritiska javnosti, tačnije po isteku roka od 90 dana propisanog Zakonom o planiranju prostora i izgradnji objekata, Vlada CG utvrdila je predlog Odluke o naknadi za urbanu sanaciju u Opštini Bar i isti objavila na zvaničnom sajtu u petak, dana, 30.07.2021. godine. Imajući u vidu obaveze utvrđene navedenim Zakonom, za očekivati je da će ovaj predlog Odluke biti usvojen i, nakon toga, stupiti na snagu”, navode u saopštenju u Biram Crnu Goru.
Kao inicijatori i zagovornici ideje o legalizaciji koja će se moći primjeniti u odnosu na najveći broj bespravnih objekata, Biram Crnu Goru se protivi ovakvoj Odluci.
Razloga za protivljenje je, kako kažu, mnogo i navode samo osnovne.
“Čitajući ovu Odluku, uvidjeli smo da, pored visokih cijena, ima manjkavosti i u dijelu dokumentacije potrebne za pokretanje i sprovođenje postupka legalizacije, pa se bojimo da će mali broj naših sugrađana moći da iskoristi ove (ne)pogodnosti. Jako je mali broj građana koji svoje objekte imaju izgrađene u skladu sa postojećom lokalnom planskom dokumentacijom, a što je preduslov za realizaciju mjera urbane sanacije, po naknadama koja su utvrđene ili će se utvrditi. Plan generalneregulacije Crne Gore, ne samo da nije usvojen, nego je i postupak njegove izrade obustavljen, bez naznake da li će i kada biti nastavljen, pa stoga, ne očekujemo bilo kakav pomak na ovu temu”, ističu oni.
Kada govorimo o cijenama, kako navode, one su i dalje previsoke, bez obzira što postoji umanjenje po procentima u zavisnosti od vrste objekta i materijalnih mogućnosti naših građana.
Ističu još jedan faktor koji ne ide u prilog ovoj Odluci, a to je zoniranje koje nije za sada urađeno na adekvatan način, pa sami građani imaju dosta primjedbi i na ovaj dio Odluke.
Dodaju da sveukupno sagledana, Odluka ima dosta manjkavosti i nije prihvatljiva za najveći dio građana.
“Mi iz BCG ćemo sačekati konačan ishod po pitanju usvajanja iste, pa ćemo sa našim sugrađanima, kao i uvijek do sada, razgovarati i predložiti kako da na najbolji način pomognemo svima koji žele da svoje objekte legalizuju. Do tada ostajemo na našem predlogu da je legalizaciju bespravnih objekata trebalo dozvoliti svim građanima – po sistemu taksiranja i ubrzati rješavanje višegodišnjeg problema u Baru i u Crnoj Gori”, zaključili su u saopštenju.
