MONSTAT OBAVIJESTI SPAJIĆA: Popis u 2021. nemoguće sprovesti
Uprava za statistiku (MONSTAT) obavijestila je ministra finansija i socijalnog staranja Milojka Spajića da je način na koji se trenutno pokušavaju uraditi pripreme za popis stanovništva u ovoj godini u suprotnosti ne samo sa domaćim zakonodavstvom već i važećim evropskim standardima.
To se navodi u zvaničnom dopisu koje je direktorica MONSTAT-a Gordana Radojević uputila Spajiću 6. septembra, a u koji je portal Pobjede imao uvid.
“U skladu sa članom 11 Zakona o zvaničnoj statistici i sistemu zvanične statistike Crne Gore i Deklaraciji o posvećenosti povjerenju u zvaničnu statistiku koja je usvojena 22. 02. 2018. godine, želim da Vas informišem da je način na koji državni sekretar Ministarstva finansija, rada i socijalnog staranja preuzima aktivnosti u vezi sa pripremom i realizacijom Popisa stanovništva u Crnoj Gori u 2021. godini, u suprotnosti sa važećim nacionalnim zakonodavstvom, kao i važećim evropskim standardima kvaliteta zvanične statistike”, navodi Radojević.
Priprema popisa bez zakona
Podsjeća i da zakon o popisu stanovništva još nije usvojen što je, kako ocjenjuje, prva ključna pretpostavka, odnosno princip legaliteta za aktivnosti koje se žele sprovesti u pripremi popisa.
Inače, MONSTAT je dostavio Nacrt zakona o popisu stanovništva Spajićevom Ministarstvu 5. aprila 2021. godine.
“Ministarstvu finansija rada i socijalnog staranja je bilo potrebno pet mjeseci da organizuje jedan sastanak sa Upravom za statistiku (03.09.2021. godine), na kojem zahtijeva da sve aktivnosti pripreme i realizacije Popisa stanovništva trebaju biti realizovane u roku od tri mjeseca, odnosno, do kraja 2021. godine. Druga ključna pretpostavka, odnosno princip dobre statističke metodologije nije ispunjen, jer nijesu ažurirane geografske jedinice popisa – popisni krugovi, niti u Crnoj Gori postoji registar kućnih adresa i brojeva, čime se dovodi u pitanje kvalitet popisa i objava rezultata u skladu sa granicama naselja usvojenih od strane organa lokalnih samouprava”, navodi dalje Radojević.
Obavijestila je Spajića i da bi štampanje upitnika bez procesa javnih nabavki u internoj štampariji drugih organa, kako su najavili državni sekretari Ministarstva na nedavnom sastanku, predstavljalo grubo kršenje Zakona o javnim nabavkama Crne Gore, Zakona o zvaničnoj statistici i sistemu zvanične statistike Crne Gore, kao i drugih nacionalnih zakona kojim se definišu nadležnosti i odgovornosti za obavljanje poslova državne uprave.
“Štampanje popisnih obrazaca, prije svega, popisnica, mora se sprovesti u transparentnom i javno otvorenom postupku, koji svim građanima Crne Gore garantuje zaštitu popisnog obrasca u skladu sa pravilima struke, principom statističke povjerljivosti, bezbjednosti i sigurnosti popisnog procesa u skladu sa zakonom. Ukoliko se štampanje želi izvršiti u štamparijama državnih organa, tada nabavka papira za štampu popisnica mora biti izvršena u skladu sa Zakonom o javnim nabavkama Crne Gore, kao i drugim nacionalnim zakonima kojima se definišu nadležnosti i odgovornosti za obavljanje poslova državne uprave”, precizirala je Radojević.
Iz MONSTAT-a su ocijenili da je procijenjeni period za pripremu i realizaciju popisa od tri mjeseca, odnosno, do kraja godine u suprotnosti sa više zakonskih akata kojima se reguliše pitanje zvanične statistike i rada državnih organa, kao i sa evropskim statističkim standardom kvaliteta.
“Najkraće, zahtjev da se popis pripremi i realizuje u tako kratkom roku, liči na mišljenje nadriljekara da pacijentkinja može roditi živo i zdravo dijete nakon tri mjeseca trudnoće, iako su poznati naučni dokazi i pravila struke da je za taj proces potrebno minimum šest do devet mjeseci. Da ne bi došlo do neuspješnog ishoda u realizaciji jedne značajne statističke i društvene akcije zbog zanemarivanja, zakonom definisanih procedura, kao i pravila struke i nauke, želim da Vas upoznam da pravila struke i zakonom definisane procedure, po procjeni stručnog tijela Uprave za statistiku iz jula 2021. godine zahtijevaju minimum šest mjeseci od stupanja Zakona o popisu na snagu kako bi Uprava za statistiku, 24 opštine i drugi nosioci popisa, stvorili sve neophodne uslove za realizaciju te statističke akcije u skladu sa zakonom i evropskim konceptom kvaliteta”, navela je Radojević.
Prema njenim riječima, insistiranje da se odustane od poštovanja zakonom definisanih procedura i evropskog standarda kvaliteta kojima se reguliše unutrašnja organizacija Uprave za statistiku kada je u pitanju saradnja sa Ministarstvom, jasno ukazuje na namjeru državnog sekretara da želi urušiti profesionalnu samostalnost i nezavisnost MONSTAT-a, što je garantovano zakonom.
“Zakonska, stručna i lična odgovornost, kao direktorice Uprave za statistiku i rukovodioca pregovaračkog poglavlja 18 – Statistika, nalaže mi da štitim profesionalni kredibilitet zvanične statistike od neprofesionalnog uticaja bilo koje vrste, a koji je ispoljen činjenicom da se od Uprave za statistiku zahtijeva da u roku od tri mjeseca, odnosno, do kraja 2021. godine realizuje sve aktivnosti popisa stanovništva, a da pri tom još uvijek nijesu stvorene ključne pretpostavke: usvojena zakonska regulativa i ažuriran prostorni registar ili uspostavljen adresni registar u Crnoj Gori. Sigurna sam da nećete dozvoliti realizaciju Popisa stanovništva na način na koji se to krenulo, suprotno važećim nacionalnim propisima i evropskom standardu kvaliteta, i da neću biti prinuđena da dalje tražim zaštitu institucije i struke pred nadležnim nacionalnim i međunarodnim institucijama”, zaključuje Radojević.
