PICULA: Skupština treba da funkcioniše kao centralno mjesto demokratskog političkog djelovanja
Izvjestilac za Crnu Goru u Evropskom parlamentu Tonino Picula ocijenio je da se crnogorska mirna tranzicija vlasti nije učvrstila u konstruktivan dijalog i saradnju.
“Zbog jučerašnjih najava da najveća opoziciona stranka neće učestvovati u radu Skupštine, pa ni u radu Odbora za reformu izbornog zakonodavstvu, želm naglasiti – od izuzetne je važnosti da Skupština funkcioniše kao centralno mjesto demokratskog političkog djelovanja, a kohabitacija između predsjednika i premijera bude konstruktivna i u skaldu sa Ustavom”, rekao je Picula na sjednici EP predstavljajući Izvještaj za Crnu Goru za period 2019-2020.
Kakako je rekao, dodatni politički pritisak stvara predstojeće glasanje o budžetu, a prošlo je već pola ove godine.
Picula smatra da je potrebno prihvatiti pozitivne elemente dosadašnjeg političkog nasljeđa te ga nadgraditi i učini efikasnijim.
“Članstvo u EU ne smije biti alibi za političke blokade, kao i političku manipulaciju bilo koje političke opcije. Upravo suprotno, politički dogovor ili savez za evropska pitanja uprkos političkim razlikama je od presudne važnosti za ubranje procesa pristupanja u EU”, rekao je Picula.
To je važno, kako je dodao, jer je Crna Gora najdalje odmakla na tom putu, otvaranjem svih i privremenim zatvaranjem tri poglavlja,
“Što se tiče daljeg napretka njveći izazov je zatvaranje otvorenih poglavlja. Podržavam prihvatanje nove metodologije, ali će napredak u svim ostalim zavisiti od napretka u sektoru vladavine prava, odnosno poglavljima 23 i 24, što je jedna od glavnih poruka u Izvještaju”, naveo je Picula.
