JEDAN KLIK DO DRŽAVNOG NOVCA: Od sada ministri i drugi rukovodioci mogu plaćati karticama DIREKTNO IZ TREZORA
Ne navodi se na koji se način novac iz Trezora za koji će biti vezan značajan broj platnih kartica i plaćanje onlajn, štiti od zloupotreba i hakerskih napada za koje u današnje vrijeme ne postoje nerješivi sistemi.
Fizička lica, predstavnici potrošačkih jedinica državnog budžeta, i saradnici koje oni predlože, dobiće platne kartice direktno vezane za Državni trezor i ovlaštenja za direktno polačenje novca odnosno plaćanja direktno iz Trezora, u određenim slučajevima.
Čelni ljudi potrošačkih jedinica crnogorskog budežta i saradnici koje oni odrede od sada mogu platnim karticama, direktno iz trezora vršiti plaćanja marktenig usluga, oglašavanja, video onlajn konferencija, kao i sve troškove obuhvaćene službenim putovanjima u zemlji i inostranstvu – smještaj, prevoz, ishrana…
Ovo je predviđeno uputstvom o izmjenama o radu Državnog trezora koje je potpisao ministar finansija Milojko Spajić a koje je objavljeno u Službenom listu.
SPAJIĆ: Imamo preko pola milijarde u trezoru, možda neće trebati rebalans
Mogućnost direktnog plaćanja iz Trezora platnim karticama ovlaštenih pojedinaca do sada nije postojala.
Potrošačke jedinice, kao i njihovi predstavnici, plaćali usluge na osnovu profaktura ili faktura od novca na računima potrošačkih jedinica, odnosno njihovi predstavnici na privatnim računima, a nakon toga troškove pravdali dokumentacijom i refundirali.
Potrošačke jedinice prvog nivoa, prema Zakonu o budžetu i fiskalnoj odgovornosti su: Predsjednik Crne Gore, Skupština Crne Gore, pravosudni organi, Vlada – Generalni sekretarijat Vlade Crne Gore i ministarstva, samostalne potrošačke jedinice i državni fondovi.
Samostalne potrošačke jedinice su takođe samostalni organi uprave i druga pravna lica koja nijesu u sastavu ministarstava, a finansiraju se iz budžeta države.
“U uputstvu o radu državnog trezora tačka 140, 141 i 142 se mijenjaju i glase: Poslovnim platnim karticama mogu da se plaćaju troškovi koji su obuhvaćeni nalozima za službena putovanja u zemlji i inostranstvu (prevoz, smještaj, ishrana i dr.), troškovi reprezentacije, plaćanje preko interneta za potrebe oglašavanja i marketinškog posticaja oglašavanja na internetu, kupovine licenci i pretplate za alate za video konferencije i kupovine sertifikata za uspostavljanje sigurne komunikacione veze (SSL) – piše u izmjenama objavljenim u Službenom listu Crne Gore. Dodaje se da platne kartice iz tačke 140 uputstva mogu da koriste rukovodioci potrošačkih organizacija i druga zaposlena lisa samo na osnovu pisanog odobrenja rukovodioca, koje se dostavlja ministarstvu, uz zahtjev za izdavanje kartice.
Navodi se da korisnici poslovne platne kartice sredstva potrošena sa platne kartice pravdaju isključivo fiskalnim računima, koje dostavljaju službi za računovodstvene poslove potrošačke organizacije, odnosno fakturama u slučaju plaćanja preko interneta.
Ne navodi se na koji se način novac iz Trezora za koji će biti vezan znalačajan broj platnih kartica i plaćanje onlajn, štiti od zloupotreba i hakerskih napada za koje u današnje vrijeme ne postoje nerješivi sistemi.
