TRAŽE POVLAČENJE ODLUKE O ZABRANI OTUĐENJA: Lokalni parlament usvojio zaključke u vezi Cetinjskog manastira
Skupština Prijestonice Cetinje nakon današnje burne rasprave, usvojila je zaključke vezano za Građansku inicijativu za vraćanje Cetinjskog manastira Crnogorskoj pravoslavnoj crkvi.
Oni traže da se povuče odluka Uprave za nekretnine kojom se zabranjuje otuđenje cetinjskog manastira, i traže od međunarodne zajednice da regauje povodom, kako navode, nezakonitog postupanja institucija.
Ranije danas, Uprava za nekretnine je po nalogu Vlade uknjižila Cetinjski manastir na državu, i unijela napomenu zabrane otuđenja.
ODLUKA VLADE: Cetinjski manastir prepisala na državu
BITNO DA JE PROCES OTPOČEO: Svi manastiri će prije ili kasnije biti u državnom vlasništvu
Zaključke prenosimo integralno:
1) Skupština Prijestonice Cetinje, u cilju očuvanja opredjeljenja građana Crne Gore da žive u državi u kojoj su osnovne vrijednosti sloboda, mir, tolerancija, poštovanje ljudskih prava i sloboda, multikultularnost, demokratija, vladavina prava i jednakost u ostvarivanju prava i sloboda zajemčenih ustavnim odredbama, podržava Inicijativu radi omogućavanja ravnopravnosti u korišćenju Cetinjskog manastira svim pravoslavnim vjernicima i ravnopravnog i slobodnog vršenja vjerskih obreda i vjerskih poslova svim pravoslavnim vjerskim zajednicama u Crnoj Gori.
2) Skupština Prijestonice Cetinje ukazuje da očuvanje ljudskog dostojanstva mora biti osnovno opredjeljenje države. Ljudska prava i slobode kao sadržaj ljudskog dostojanstva trebaju biti neprikosnoveni. Obaveza svih državnih organa, svih grana vlasti, jeste da ih poštuju i štite. Aktuelna izvršna i zakonodavna vlast u kontinuitetu, suprotno međunarodnim dokumentima i Ustavu Crne Gore, sprovode aktivnosti kojima se onemogućava ostvarenje prava na slobodu misli, savjesti i vjeroispovijesti vjernicima i svještenstvu Crnogorske pravoslavne crkve.
U cilju zaštite ljudskih prava i sloboda Skupština Prijestonice Cetinje poziva predstavnike međunarodnih organizacija, međunarodne institucije i organizacije civilnog društva da doprinesu ostvarivanju i zaštiti ugroženih prava i sloboda građana Crne Gore, kao i utvrđivanju odgovornosti za postupanje državnih institucija suprotno međunarodnim dokumentima i standardima.
3) Skupština Prijestonice Cetinje snažno osuđuje i protestvuje zbog djelovanja Vlade Crne Gore i poziva je da se uzdrži od daljeg protivpravnog postupanja, i da povuče donijete akte i sprovedene radnje kojima se bez zakonskog utemeljenja želi zabraniti raspolaganje Prijestonici imovinom koja se nalazi u njenom nespornom vlasništvu.
Skupština Prijestonice Cetinje poziva nadležne državne institucije da u skladu sa zakonom sprovedu radnje i aktivnosti u cilju zaštite kulturne baštine u svojini Prijestonice od kontinuirane devastacije koju vrši Mitropolija Crnogorsko primorska – crkve Srbije.
4) Skupština Prijestonice zabranjuje bilo kakvo adaptiranje, rekonstrukciju ili građenje u zoni zaštićenog kulturnog dobra Cetinjski manastir, bez prethodno dobijene saglasnosti Prijestonice.
5) Ovlašćuje se gradonačelnik Prijestonice, da u saradnji sa nadležnim organima lokalne samouprave i Zaštitnikom imovinsko pravnih interesa Prijestonice, uz angažovanje advokatskog tima, u cilju zaštite prava i interesa Prijestonice pred nadležnim državnim organima, preduzme odgovarajuće pravne radnje kako bi se onemogućilo da se Cetinjski manastir kao ishodište istorijskog, državnog i duhovnog identiteta Crne Gore i kulturno dobro od najvećeg značaja za državu, zaštiti od uzurpacije i devastacije, i obezbijedi stvaranje preduslova da se odluči o pravu korišćenja i upravljanja Cetinjskim manastirom.
Obavezuje se gradonačelnik Prijestonice da Skupštinu Prijestonice Cetinje redovno obavještava o preduzetim mjerama i radnjama, u skladu sa navedenim zaključcima.
6) Ovi Zaključci objaviće se u Službenom listu Crne Gore.
