BUDŽET SKUPŠTINE: Za službena putovanja skoro 700.000 eura
Zakonom o budžetu za 2016. godinu Skupština je za dva programa “Unapređenje zakonodavne infrastrukture” i “Administracija” opredijelila ukupno 9.656.645 eura.
Od toga će, prema planu budžeta Skupštine, za neto zarade biti utrošeno 1.915.747 eura. Za naknade za stanovanje i odvojen život, Skupština će izdvojiti 10.000 eura, dok će naknade za skupštinske poslanike stajati parlament 400.000 eura.
Rashodi za gorivo koštaće Skupštinu 67.116 eura, dok će za komunikacione usluge potrošiti 160.000 eura.
Skupština neće štedjeti ni na konsultantskim uslugama, projektima i studijama, za koje će kroz oba programa “Unapređenje zakonodavne infrastrukture” i “Administracija” potrošiti skoro pola miliona, tačnije 429.400 eura.
Troškovi reprezentacije iznosiće 65.000 eura, dok će za usluge prevoza biti potrošeno 50.000. Stručno usavršavanje skupštinskih službi planirano je da se realizuje uz pomoć 20.000 eura iz skupštinskog budžeta.
Sredstva budžeta Crne Gore za 2016. godinu opredijeljena za Skupštinu iznose 9.656.645,78 eura, što čini 0,45 odsto ukupnog budžeta države, od čega za program “Unapređenja zakonodavne infrastrukture” 4.880.981,46 eura, a za program “Administracija” 4.675.664,32.
U prethodnoj 2015. godini poslanicima crnogorskog parlamenta je pored više od milion eura za plate, za prvih deset mjeseci isplaćeno još 234.000 eura po osnovu putnih troškova i dnevnica za dolazak na plenume i sjednice radnih tijela. Za troškove službenih putovanja poslanika u inostranstvo, Skupština je do 15. decembra isplatila 421.800 eura, što je za 185.000 više nego prošle godine, kada je za tu namjenu izdvojeno 236.600.
Za službena putovanja poslanika, kroz program “Unapređenje zakonodavne infrastrukture”, iz budžeta Skupštine Crne Gore tokom 2014. godine potrošeno je 758.068 eura, što je za 86.568 eura više od budžetom planiranog iznosa za ove namjene.
Zakonom o budžetu za 2014. godinu Skupštini je za dva programa “Unapređenje zakonodavne infrastrukture” i “Administracija” opredijeljeno ukupno 6.625.229 eura, od čega je utrošeno 6.398.765.
Prema izvještaju o korišćenju sredstava, Skupština je iznos od 671.500 eura, opredijeljen za službena putovanja, “probila” za gotovo 13 odsto.
Do prekoračenja budžeta od 30 odsto došlo je i kod troškova reprezentacije. Za ove namjene opredijeljeno je 26.600, a utrošeno 34.319 eura.
Skupština je kroz program “Unapređenje zakonodavne infrastrukture” budžet “probila” i prilikom isplate poreza na zarade (18,80 odsto) i opštinski prirez (10,14 odsto). Od 187.068 eura predviđenih za porez na zarade, Skupština je utrošila 222.233 eura. Za opštinski prirez predviđeno je 30.332 eura, a utrošeno 33.407.
Budžet je kroz stavku ostala lična primanja “probijen” i prilikom isplata naknada skupštinskim poslanicima za 6.449 eura i ostale naknade za 24.690 eura.
Za ostala lična primanja, skupštinski budžet prekoračen je i kroz program “Administracija”. Za ove namjene opredijeljena je 31.000 eura, a utrošeno čak 76.750. Od toga je za otpremnine, umjesto predviđenih 1.000 eura, potrošeno 1.158. Umjesto 30.000 eura predviđenih za ostale naknade, Skupština je utrošila čak 75.592 eura.
Za 7,37 odsto prekoračen je i predviđeni iznos rashoda za usluge. Za konsultantske usluge, projekte i studije Skupština je umjesto opredijeljenih 482.000, utrošila 492.531 euro. Za ostale usluge, umjesto predviđenih 76.000 eura, potrošeno je 82.360. Opredijeljeni iznos prekoračen je za 40 odsto i kroz stavku ostali izdaci. Za izdatke po osnovu ugovora o djelu opredijeljeno je 60.000 eura, a utrošeno 129.758.
Za službena putovanja poslanika Skupština je 2013. godine potrošila 758.177 eura. Kako je navedeno u izvještaju o korišćenju sredstava, iz budžeta Skupštine za ove namjene 2012. godine izdvojeno je 623.293. Poslanici su najviše putovali 2011. godine, kada je na službena putovanja potrošeno 768.912 eura.
