447 građana prima platu od 12.500 eura!
“Podaci su dobijeni na osnovu IOPPD obrazaca koje su poreski obveznici dostavili Poreskoj upravi do 22. decembra”, kazali su za Danu iz Ministarstva finansija.
Ako na godišnjem nivou doprinosi iznose 50.350 eura i više, to znači da je za tih 447 lica mjesečno po osnovu doprinosa uplaćeno minimum 4.200 eura. Mjesečni doprinosi od 4.200 eura znače da je mjesečna neto plata tih lica bila minimum 12,5 hiljada eura, odnosno da oni na godišnjem nivou zarade minimum 150 hiljada eura.
Da su plate većine od 447 lica mnogo veće od 12,5 hiljada mjesečno pokazuju podaci Poreske uprave objavljeni u medijima početkom decembra, prema kojima je najveća bruto plata u 2015. godini iznosila 309,425 eura. Ta plata je isplaćena u sektoru hotelijerstva. Na tu platu su plaćeni porezi i doprinosi od 134,6 hiljada eura, što znači da je neto plata tog lica iznosila 175 hiljada eura. Ko je primio najveću platu i ko je među 447 lica za koja su uplaćeni doprinosi od 50.350 eura i više, ostaće tajna jer zakon ne dozvoljava da se saopšte te informacije.
U 2014. godini najveća bruto plata iznosila je 121,2 hiljade eura i isplaćena je u sektoru građevinskih projekata. Na nju su plaćene dažbine od 52,2 hiljade eura, što znači da je neto plata iznosila 69 hiljada.
Suma od 50.350 eura je za skoro devet puta veća od iznosa koji na godišnjem nivou zaradi prosječni građanin. Sa prosječnom neto platom od 480 eura građanin Crne Gore može da zaradi godišnje 5.760 eura, što znači da bi sumu od 50.350 eura zaradio za 80 mjeseci. Doprinosi na prosječnu godišnju platu u Crnoj Gori ne iznose ni dvije hiljade eura, pa je građaninu sa prosječnom platom potrebno da radi više od 25 godina kako bi njegov poslodavac u Fond PIO uplatio sumu od 50.350 eura. Sa uplaćenim doprinosima od skoro dvije hiljade godišnje, prosječan građanin bi imao penziju malo preko 200 eura.
Prema zakonu, zaposleni kojem se uplate doprinosi od preko 50.350 eura ima pravo da traži povraćaj doprinosa. Postupak povraćaja više plaćenih doprinosa pokreće se zahtjevom koji se podnosi područnoj jedinici, koja po tom zahtjevu odlučuje rješenjem.
I tako, dok se većina radnika na ulici bori da im se uplate doprinosi kako bi obezbijedili pravo na penziju, koja će iznositi 100 do 200 eura, mali broj ljudi ima pravo da pored neto plate prihoduje po osnovu povraćaja doprinosa.
Tako je prošle godine, trojici direktora Erste banke isplaćeno na ime povaćaja doprinosa ukupno 105 hiljada eura. Jedan od direktora je po tom osnovu prihodovao skoro 40 hiljada.
Sredstva po osnovu povraćaja doprinosa obično se isplaćuju početkom tekuće godine za prethodnu.
Najviša godišnja osnovica za plaćanje doprinosa usklađuje se na osnovu kretanja prosječne bruto plate i podacima Monstata. S obzirom da je lani prosječna plata bila na istom nivou kao 2014. godine, najviša stopa se nije mijenjala.
