Ivica Tošković se žalio na tender koji je dobila „Fidija”

Podgorička firma “Eko reciklaža” žalila se Upravi javnih radova na odluku njene Komisije za ocjenu i vrednovanje ponuda koja je nedavno njihovu ponudu odbacila kao neispravnu, a za prvorangiranu ocjenila ponudu “Fidije” Joka Blagojevića, potvrđeno je “Vijestima”. Tender se odnosu na gradnju puta u biznis zoni u Mojkovcu, procjenjenu na 860 hiljada eura.

UJR je je odbila ponudu “Eko reciklaže”, čiji je osnivač Ivica Tošković, jer je ponuđač, po ocijeni komisije, prekšio član 81(stav 2) Zakona o javnim nabavkama kojim je propisano da učešće svih podugovarača ili podizvođača tokom realizacije javne nabavke “ne može biti veće od 30 odsto ukupne vrijednosti ponude”.

“Eko reciklaža” se upravo žalila na ovaj zaključak o procentu anažovanja podizvođača.

Druga Toškovićeva firma “Toškovići”, kao i firme “Ramel” i “Ding” trebalo je da budu podizvođači firme “Eko reciklaža” na ovom tenderu.

Komisija za ocjenu i vrednovanje Uprave javnih radova odlučila je da, kao najpovoljniju ponudu, na ovom tender izabere ponudu građevinske firme IGP “Fidija” iz Podgorice, u vlasništvu Joka Blagojevića. Blagojević je početkom maja ove godine hapšen u operaciji “klap” zbog sumnje za utaju poreza, zajedno sa još dvadesetak osnivača i direktora više firmi, a zatim se sa tužilaštvom dogovorio o sporazumu o priznanju krivice.

Izabrana “Fidija” je ponudila da ovaj put izgradi za 825.499 eura, a “Eko reciklaža” dala je cjenovno najpovoljniju ponudu u iznosu od 740.445 eura sa uračunatim PDV-om.

Ovaj tender državne Uprave javnih radova, kojom rukovodi Rešad Nuhodžić, objavljen je 20. marta 2019. godine, pedesetak dana prije hapšenja Blagojevića. Međutim, zakon nije precizan u ovakvim slučajevima, odnosno ne predviđa mogućnost da događaji od predaje ponuda do trenutka odlučivanja mogu uticati na njihovo vrednovanje.
