Klica razriješen dužnosti direkora Nacionalnih parkova
Na danas održanoj konstitutivnoj sjednici Upravnog odbora Javnog preduzeća za nacionalne parkove Crne Gore donesena je odluka o razrješenju direktora Elvira Klice, zbog nesavjesnog finansijskog poslovanja i nezakonitog zapošljavanja. Raspravljalo se o zatečenom stanju, a usvojene su i važne odluke kojima će biti zaustavljeno dramatično urušavanje ovog preduzeća, saopštila je predsjednica Upravnog odbora Marina Jočić.
“Upravni odbor je zbog istih razloga donio Odluku o pokretanju krivičnog postupka protiv direktora i povezanih lica”, navodi se u saopštenju.
Jočić dodaje da će biti angažovana nezavisna revizorska kuća kako bi se preispitalo više nego sumnjivo poslovanje u proteklom periodu, stavljanje van snage deset ugovora o zapošljavanju sklopljenih 22. decembra ove godine, odluka o moratorijumu na dalje zapošljavanje i plaćanja trećim licima do izbora novog direktora, kao i Odluku o izradi novog pravilnika o sistematizaiji radnih mjesta.
“A stanje skenirano u jednom danu je ukratko sledeće: Očekivani gubitak po završnom računu je oko 850.000 eura, a na računu se trenutno nalazi svega 9.600 eura. Zaposlenima nisu izmireni porezi i doprinosi za plate za proteklih osam mjeseci u iznosu 470.000 eura. Dospjele obaveze po reprogramu duga su 100.000 eura, a preostali dio duga prema IRF 162.000 evra. Istine radi, treba napomenuti da su ove godine ukupni troškovi bili manji nego prethodne, 2019. godine, ali se i dalje novac neracionalno trošio”, dodaje Jočić.
Navodi i da su u junu ove godine kupljena tri auta u vrijednosti od 50.000 eura, drveni čamci od 20.000 eura, snimljen je film o nacionalnim parkovima po cijeni od 14.000 i izgrađen toalet u NP Biogradska gora za 16.500 eura.
“Za produbljivanje kanala na Vranjini plaćeno je 11.500 eura. Tako je u godini kada zbog pandemije uopšte nije bilo turista, bespotrebno potrošeno 112.000 eura”, saopštila je Jočić.
Koliko uporno direktor Elvir Klica radi na osiromašenju i onako prazne kase, dodaje Jočić, govori podatak da je juče, nakon više usmenih obećanja da će sam podnijeti ostavku, sklopio deset nezakonitih ugovora o radu, i izvršio plaćanja u vrijednosti od gotovo tri hiljade eura, i to uglavnom po fakturama preduzeća sa kojima je u proteklom periodu imao upadljivo dobru saradnju.
“Ali, ni to nije sve. Poslednje trenutke upravljanja nacionalnim parkovima, gospodin Klica je iskoristio da na državni račun kupi telefon u vrijednosti od 600 eura. O aspektima stanja u samim nacionalnim parkovima Upravni odbor će se informisati u danima koji slijede, ali razmjere krivolova i devastacije životne sredine nagovještavaju gore stanje nego što je u novčanim bilansima preduzeća”, zaključuje se u saopštenju.
