KOVAČEVIĆ: Strani uticaji ne slabe, parlament i dalje ćuti o odboru
Iako je više političkih partija, iz vladajuće većine i opozicije, javno podržalo inicijativu Centra za demokratsku tranziciju (CDT) da se u Skupštini Crne Gore oformi poseban odbor koji bi se bavio stranim uplitanjima u demokratske procese bez obzira od koga oni dolazili, parlament nije preduzeo nikakve aktivnosti u formiranju ovog radnog tijela – saopštila je Milica Kovačević, programska direktorica CDT-a.
”CDT je još u martu Skupštini Crne Gore uputio inicijativu da formira odbor koji bi radio po uzoru na Posebni odbor za strano miješanje u sve demokratske procese u EU (INGE).
Tada su formiranje posebnog radnog tijela javno podržali iz Građanskog pokreta URA, Socijalističke narodne partije (SNP), Demokratske partije socijalista (DPS) i Bošnjačke stranke.
Od marta, kada je inicijativa upućena predsjedniku Skupštine Aleksi Bečiću, itekako je bilo vidljivo uplitanje trećih strana u dešavanja u Crnoj Gori, što kroz kampanje tabloida, događaje u Crnoj Gori, što kroz direktan ali i posredan politički i ekonomski uticaj. Stoga, potreba za formiranjem ovog odbora je još veća nego prije sedam mjeseci kada smo uputili inicijativu”, kazala je Kovačević.
Ona dodaje da ignorisanje inicijative CDT-a, iako su je podržali i djelovi vlasti i opozicije, znači da se crnogorske institucije ne žele ozbiljno baviti pitanjem izgradnje otpornosti demokratskih procesa.
”Zato još jednom apelujemo na one koji su podržali naš predlog da, bez odlaganja, omoguće i da on zvanično uđe u skupštinsku preoceduru.
Juče smo na sjednici INGE, u razgovoru sa evropskim parlamentarcima, prenijeli poruku o neprihvatljivom stanju u Crnoj Gori i značaju i važnosti institucionalnog bavljenja stranim uplitanjem, kao i očekivanja da će naš parlament konačno početi da se aktivnije bavi ovom temom”, ističe Kovačević.
Kovačević podsjeća da INGE ima ovlašćenja da radi na procjeni nivoa stranih prijetnji i miješanja u nacionalne i evropske izbori širom EU, da prati kampanje dezinformacija, sajber napade, direktnu i indirektnu finansijsku podršku i ekonomske prinude političkih aktera i subverzija civilnog društva.
”Nakon analize problema, zadatak odbora da identifikuje rješenja i predloži alate koji će se suprotstaviti ovim pokušajima sabotaže demokratskih procesa.
Zbog svega ovoga, ne vidimo razlog zbog kojeg bi Skupštini Crne Gore bilo problematično da formira odbor po uzoru na ključni izvor demokratije u Evropi – Evropski parlament”, zaključuje Kovačević.
