MEDOJEVIĆ: Mickej Spajić i Zdravko Krivokapić oštetili budžet – teški kriminal
Ministar finansja Milojko Spajić i premijer Zdravko Krivokapić počinili s teški kriminal kada su tajnom transakcijom oštetili bužet, napisao je lider PzP-a i jedan od lidera DF-a Nebojša Medojević na Fejsbuku.
“Ministar finansija Mickej Spajić je potvrdio sve moje ključne teze oko emisije obveznica od 750 miliona eura. Vlada nije donijela odluku o zaduženju i emitovanju državnih obveznica. Vlada nije pripremila izmjene i dopune Zakona o budžetu za 2020 kojom bi se predvidjelo ovo zaduženje. Privatna osoba Mickej Spajić je više od dva mjeseca neovlašćeno u ime i za račun države Crne Gore vodio tajne pregovore sa kupcima obveznica”, naveo je između ostalog Medojević na Facebook-u.
Vlada, kako navodi, nije donijela odluku o visini kamate koji će poreski obveznici platiti.
“Normalna procedura je da Vlada u javnom pozivu za upis o kupovini obveznica prethodno odredi visinu kamate, na prijedlog Investicione banke koja prethodno istrazi stanje na tržištu i zainteresovanost kupaca. Kamata je u ovom slučaju ugovarana neposredno u direktnim pregovorima. Direktno tajno pregovaranje je osnovni mehanizam korupcije. Neko se ugradio u ovu spekulativnu kamatu od 2,875 odsto. Poslednja emisija državnih obveznica je prodata u oktobru 2019. po kamati od 2,5 odsto”, naglašava Medojević.
Podsjeća da Vlada nije na transparentan način, javno i u konkurentskim uslovima izabrala pravnog savjetnika.
“Na Londonskoj berzi je registrovana tek 17.12. Još jedan dokaz da je ova transakcija realizovana u direktnim pregovorima i tajno sa unaprijed izabranim kupcima. Vlada nije objavila pozov za upis i kupovinu obveznica ni u jednom domaćem ili stranom časopisu ili na sajtu Ministarstva finansija, kao ni na sajtu Komisije za tržište kapitala Crne Gore”, izjavio je Medojević
