Mugoša najavio prinudnu naplatu za sve dužnike u Crnoj Gori
“Na osnovu dosadašnjih rezultata i smjernica međunarodnih partnera, Evropske komisije, Međunarodnog monetarnog fonada i Svjetske banke, definisali smo ciljeve za unapređenje efikasnosti funkcionisanja ovog organa, modernizacijom poslovnih procesa, jačanjem informacionog sistema i uspostavljanjem proaktiovnom pristupa prema poreskim obveznicima, a sve u skladu sa međunarodnom pozitivnom praksom i strateškim opredjeljenjima Poreske uprave”, rekao je Mugoša.
Kako je dodao, svakako da će i dalje akcenatnaših aktivnosti biti na obezbjeđenju budžetskih prihoda i smanjenju poreskog jaza, ali i na unapređenju odnosa sa poreskim obveznicima, kroz promociju servisa i smanjenje administrativnih barijera za ispunjavanje poreskih obaveza.
“Posebna pažnja biće posvećena i daljoj stabilizaciji, integraciji i nadgradnji informacionog sistema, radi uspostavljanja preciznije baze podataka, ka ko kada je u pitanju evidencija obaveza poreskih obveznika, tako i sa aspekta baze registracionih podataka. Sem toga, imajući u vidu da je Crna Gora zemlja kandidat za članstvo u EU, pred Poreskom upravom je važan zadatak realizacije aktivnosti na ispunjavanju uslova za zatvaranje pregovora u 16. Poglavlju posvećenom oporezivanju”, rekao je Mugoša.
Kako je rekao, efikasna naplata poreskih prihoda ima apsolutni prioritet u radu Poreske uprave, u skladu sa zakonskim ovlašćenjima i predviđenom funkcijom ovog organa.
“Poštujući princip jednakog tretmana prema svim poreskim obveznicima, PU će nastaviti s primjenom svih propisanih mjera za obezbjeđenje i naplatu poreskih prihoda, podstičući dobrovoljno izmirivanj e obaveza, ali i uz primj enu mjera prinudne naplate blokade žiro-računa, uspostavljanja založnog prava nad imovinom dužnika pa do stečaja, kao krajnje opcije u slučajevima kada su iscrpljene sve ostale mogućnosti za naplatu poreskih potraživanja. Takođe, poseban fokus biće na dj elatnostima koje su prepoznate kao rizične, sa stanovišta obezbjeđenja poštovanja poreskih propisa, a u kojima se ostvaruju značajni prihodi, tako da ćemo posesebnu pažnju posvetiti kontroli i naplati potraživanja od istih”, rekao je Mugoša.
Takođe, izmjenama organizacione strukture biće omogućeno osnivanje Odjeljenja za upravljanje rizicima za poštovanje poreskim propisima, koje će uz poslovne sektore Uprave biti zaduženo za kreiranje, realizaciju i praćenje plana za obezbjeđenje poštovanja poreskih propisa, sačinjenog od mjera za podsticanje dobrovoljnog poštovanja propisa, ali i mjera inspekcijskog nadzora i prinudne naplate.
“Očekujemo da ćemo na navedeni način nastaviti dinamiku uspješne naplate poreza, te uspostaviti zadovoljavajući stepen fiskalne discipline na dugoročnom nivou”, rekao je on.
