Nastavljena sječa kadrova u zdravstvu: Borovinić Bojović smijenila tri direktora doma zdravlja
Ministarka zdravlja Jelena Borovinić Bojović smijenila je juče više direktora zdravstvenih ustanova.
Razriješena je direktorica tivatskog Doma zdravlja Jasminka Anđelić, a vršilac dužnosti te funkcije od sjutra će biti Danica Stevović.
Ministarka je smijenila i direktoricu budvanskog Doma zdravlja Vesnu Vučetić, na čije je mjesto izabrana Anđela Minić.
Vršilac dužnosti Doma zdravlja Plav biće Biljana Vukanić, jer je ministarka smijenila dugogodišnjeg rukovodioca te zdravstvene ustanove Omera Šahmanovića.
“Vijesti” nezvanično saznaju da je razlog smjene direktorica Anđelić i Vučetić nepoštovanje propisa, neadekvatno upravljanje ustanovama…
Naime, resor Borovinić Bojović je u februaru obrazovao komisiju koja je sprovodila internu kontrolu u javnim zdravstvenim ustanovama.
Izvor “Vijesti” kazao je da je provjera kvaliteta stručnog rada pokazala da je politika zapošljavanja i upravljanja ljudskim resursima u domovima zdravlja Tivat i Budva vođena na neadekvatan način, bez dugoročne vizije, te da sve ukazuje na necjelishodno, neekonomično i neefikasno upravljanje.
On je istakao da su konstatovane nepravilnosti u vezi sa donacijama, da su ustanove zapošljavale radnike u periodu uoči parlamentarnih izbora, kada je na snazi bila zabrana zapošljavanja.
Između ostalog, kontrolori su utvrdili i da oblast zaštite na radu nije regulisana i da ne postoje propisi koji regulišu tu oblast, što je obaveza zdravstvenih ustanova…
“Vijesti” nezvanično saznaju da je Omer Šahmanović smijenjen jer je funkciju direktora plavskog Doma zdravlja obavljao više od dva puta, te da je treći mandat započeo lani, kada ga je na tu poziciju ponovo izabrao bivši ministar Kenan Hrapović. Šahmanoviću mandat prestaje danas.
“Vijesti” su u martu objavile da je komisija Ministarstva zdravlja kontrolisala više zdravstvenih ustanova i tom prilikom konstatovala brojne nepravilnosti.
Kontrolori su navodno utvrdili da je menadžment barske bolnice kršio zabranu zapošljavanja u periodu od raspisivanja do dana održavanja parlamentarnih izbora.
Članovi komisije konstatovali su da u barskoj bolnici, koja je kovid centar za jug države, ne postoje odluke o zapošljavanju za osam osoba, niti se u ugovorima zaključenim u ovom periodu navodi da su radna mjesta utvrđena sistematizacijom.
Takođe, odluke i ugovori nisu dostavljeni Agenciji za sprečavanje korupcije u predviđenom roku od tri dana, kako nalaže Zakon o finansiranju političkih subjekata i izbornih kampanja.
Komisija je konstatovala da donacije u ovoj bolnici nisu realizovane u skladu sa važećim uputstvima i da Ministarstvu zdravlja nisu podnijeti izvještaji o upotrebi i namjeni finansijskih sredstava, kako je propisano.
Ministarka je smijenila tada Dragoslava Tomanovića, ali i direktora Opšte bolnice Pljevlja, Erduana Lalovića. I u pljevaljskoj bolnici utvrđene su nepravilnosti, ali i u barskom i nikšićkom Domu zdravlja.
Tročlana Komisija Ministarstva zdravlja sredinom marta konstatovala je da je menadžment nikšićkog Doma zdravlja “neefikasan, neorganizovan i usporen, ne raspolaže opštim podacima od značaja za upravljanje zdravstvenim sistemom”.
“Sve to je rezultiralo brojnim nezakonitostima u materijalno-finansijskom poslovanju”, pisalo je u izvještaju u koji su “Vijesti” imale uvid. Uslijedio je protest dijela zaposlenih i građana, koji su pružali podršku tadašnjoj direktorici Ljiljani Adžić i menadžmentu, a protiv njenog razrješenja izjasnila su se 193 radnika te zdravstvene ustanove.
Ministarka zdravlja smijenila je Adžićevu i na njeno mjesto imenovala specijalistu interne medicine, bivšu poslanicu Demokratskog fronta (DF) Veru Bulatović.
