Prodaja oružja u Crnoj Gori i preko Fejsbuka
Tako je nedavno na jednoj od stranica na kojoj se prodaje roba iz svih krajeva Crne Gore pojavio i oglas o prodaji heklera. Uz oglas je postavljeno i nekoliko fotografija ovog oružja sklopljenog i rasklopljenog.
Prodavac je oglas objavio pod imenom i prezimenom, a za informacije i pregovaranje oko prodaje zainteresovane je pozvao da mu se obrate privatnom porukom. Međutim, ovo nije prvi slučaj onlajn prodaje oružja. Uvijek je u pitanju nelegalno oružje, upravo ono iz kakvog se počine maltene sva krivična djela, posebno ubistva.
Na fejsbuk stranicama, ali i u internet oglasima moguće je naći različite puške koje koštaju od nekoliko desetina do više stotina eura, ali i pištolje čija cijena se kreće od 200 eura.
Do sada nije poznato da li nadležni organi provjeravaju ove oglase i internet stranice, niti da li je zbog ovakvog načina prodaje nelegalnog oružja privedeno neko lice, kao ni da li je oduzet bilo koji predmet.
Kriminolog Velimir Rakočević objasnio je da je podatak o dostupnosti oružja na internetu zabrinjavajući, posebno zbog činjenice da su maltene sva ubistva počinjena upravo iz nelegalno nabavljenog i nošenog oružja.
“Internet prodaja je zavladala do te mjere da se na taj način prodaju droga i oružje. Za nabavku i prodaju oružja postoje tačno i precizno definisane zakonske procedure. Svako, pa i najmanje odstupanje od strogih propisa predstavlja izvršenje krivičnog djela nedozvoljeno držanje oružja i eksplozivnih materija. Prodaja oružja preko interneta sve više uzima maha i prodaje se kao obična roba, a ne sredstvo kojim mo gu biti ugroženi životi”, objasnio je Rakočević.
Naveo je da je moguće ući u trag prodavcima nezakonitog oružja ukoliko je oglas objavljen sa naloga iz Crne Gore.
“Međutim, najčešće, da ne bi bili otkriveni, prodavci koriste naloge iz inostranstva, kada je našim službama potrebna pomoć drugih zemalja i istraga se tako uvijek uspori. Takođe, veoma često se koriste i lažni nalozi kako bi se zavarao trag”, dodaje Rakočević.
Zvanični podaci iz prošle godine ukazali su da je u Crnoj Gori veliki broj osoba koje imaju dozvolu za nošenje oružja, a da zabrinjava i količina nedozvoljenog naoružanja.
Dozvolu za nošenje oružja, prema podacima Ministarstva unutrašnjih poslova, ima čak 64.687 Crnogoraca.
Ovi podaci jasno ukazuju na to da oružje ima svaki deseti građanin. Kod građana Crne Gore registrovano je 92.240 komada oružja, od čega je najviše pištolja. To znači da jedna osoba ima dozvolu za posjedovanje dva, tri, pa čak i više komada oružja.
Takođe, zabrinjava činjenica da na jedan komad legalnog oružja na Balkanu idu tri ilegalna.
O velikoj količni naoružanja u Crnoj Gori govori podatak da su građani od početka primjene Zakona o oružju dobrovoljno vratili nekoliko hiljada komada oružja.
Najavljuju i zločine
Osim sprečavanja prodaje nelegalnog oružja, kontrolom fejsbuk naloga moglo bi se spriječiti i više krivičnih djela. Nerijetko, nakon likvidacije na Fejsbuku je moguće među fotografijama osumnjičenih za ubistvo pronaći i slike sa oružjem.
Takođe, ubice nerijetko danima, pa i mjesecima prije ubistava indirektno, a pojedini i jasno ukazuju da planiraju da počine teško krivično djelo. Međugim, ovakve objave nadležni uoče kasno, tek nakon izvršenja krivičnog djela
