Titov “zabranjeni grad” Hrvatima!

Nekadašnje elitno vojno odmaralište, čiji dio su zvali i Titov “zabranjeni grad” – Kupari, moglo bi uskoro da dobije novog vlasnika.

Novac od prodaje ovog, nekada luksuznog vojnog hotelskog kompleksa, u koji je uloženo najmanje milijardu dolara iz zajedničkog vojnog budžeta bivše SFRJ, ići će – isključivo Hrvatskoj.

Naime, prema Sporazumu o sukcesiji iz 2004. godine, pokretna vojna imovina koja je korišćena u civilne svrhe biće predmet posebnih aranžmana između država sukcesora, dok se nepokretna imovina (vojna odmarališta) prenosi na državu sukcesora na čijoj se teritoriji nalazi. U ovom slučaju Hrvatsku.

Za razliku od Hrvatske, kojoj su, osim Kupara, ostali i Brioni, i vojne nekretnine u Cavtatu, Splitu, Zadru, na Lastovi u Lošinju, u Srbiji danas postoje samo dva vojna odmarališta, nasljeđena od JNA. U okviru vojne ustanove “Tara” su hotel “Omorika” i depadans “Javor”, a u Vrnjačkoj Banji hotel “Breza”. U javnosti je uvreženo uvjerenje da je kompleks “Karađorđevo” takođe vlasništvo vojske. Ono je, međutim, nastalo kao državna ergela u Austrougarskoj monarhiji 1885, da bi je kralj Aleksandar ukazom proglasio za Državno lovno-šumsko dobro 1924. Godine 1957. počinje uređenje kompleksa poznatog kao Reprezentativni objekat “Karađorđevo”, a 1973. dat je na korišćenje JNA i dobija ime “Vojna ustanova Karađorđevo”. U Vili za odmor je 23 godine glavni gost i domaćin bio Josip Broz Tito.

Kupari su bili pravi komunistički raj, sastavljen od hotela, sportskih terena, šetališta. Bilo je to ekskluzivno odmaralište vojnog džet-seta, u kome su u udarnim terminima ljetovale porodice onih sa višim činom i službom u glavnom gradu. Posebna pikanterija bila je Titova vila, naravno, u posebnoj zoni iza hotela “Pelegrin”.

Tu se na oko pet hektara i danas nalaze tri objekta: hotel “Galeb” i vile “Borovka” 1 i 2, odnosno Titova i Jovankina vila. Smještene su u najljepšem dijelu kompleksa, sa pogledom na otvoreno more i Cavtat. “Borovka 1” prostire se na 1.150 kvadrata, jedina je sređena i ima predsednički apartman i još tri sobe. U njoj je više puta za vreme predsedničkog mandata boravio Stipe Mesić, Jadranka Kosor je prespavala jednom, a Ivo Sanader je svratio, ali nije prespavao. “Borovka 2” se prostire na 850 kvadrata, i ima apartman i četiri sobe.

Kupari nisu u funkciji od 1990. godine, a teško je opisati sadašnje stanje. Odnijeto je sve što je vrijedilo, ostao je samo beton! Hrvatske vlasti već mesecima traže investitora koji će uložiti najmanje 200 miliona evra i vratiti sjaj kompleksu u Dubrovačkoj župi sa jednom od top 10 plaža na Jadranu. Konačna odluka hrvatske vlade ko će dobiti koncesiju za narednih 99 godina očekuje se uskoro.

Predviđanja da će sređeni kompleks u Kuparima otvoriti vrata turistima 2016. godine pokazao se kao nemoguća misija. Lane je Kupare obišao i hrvatski premijer Zoran Milanović i najavio da će država dati koncesiju na 99 godina investitoru koji je spreman da uloži nekoliko stotina miliona evra i otvori 300 stalnih radnih mesta.

Kako se može čuti u razgovoru s ljudima bliskim sadašnjoj hrvatskoj vladi, mnogo je zainteresovanih za ulaganja, a Vlada je ta koja će se odlučiti između potencijalnih investitora. Među njima je i najbogatiji čovjek na Balkanu Ivica Todorić, sve više zainteresovan za ulaganja u turizam.

Zanimanje za Kupare pokazuje i američki “Hajat”, turski “Riksos”, ivestitori iz Rusije, Katara i Azerbejdžana, ali i “Valamar”, kompanija koja biljleži najveći rast ulaganja u hrvatskom turizmu.

Onaj ko bude izabran naći će se pred teškim zadatkom – da vrati sjaj hotelima “Kupari”, “Pelegrin”, “Grand”, “Mladost”, “Goričina”, “Galeb” i predsedničke vile. Kompleks je nekada imao 1.600 kreveta, a očekuje se da će ubuduće imati četiri ili pet zvezdica. “Grand” je izgrađen još 1920. i bio je jedan od prvih elitnih hotela na Jadranu. Od njega su ostale samo ruševine. “Pelegrin” je dugo služio kao pejntbol teren.

Kupari su danas u rukama Državnog ureda za upravljanje državnom imovinom, a sve što je bilo vezano za bivšu Jugoslaviju, izbrisano je. Svi potencijalni investitori najavljuju top komfor u trenutno razrušenim objektima, sportske sadržaje, bazene i elitni turizam.
