ŠEHOVIĆ: Montenegro Works još jedna Vladina besmislica koja će pasti na teret građana
Osnivanje novog državnog “preduzeća nad preduzećima”, koje treba da prati i analizira finansijsko stanje i rad postojećih, predstavlja nepotrebnu, nezakonitu, finansijski neodrživu, netransparentnu i brzopletu avantura Vlade, koja će kao i sve prethodne, kojih je nažalost prethodnih mjeseci bilo i previše, pasti na teret državnog budžeta, saopštio je potpredsjednik i poslanik Socijaldemokrata Damir Šehović.
Šehović je kazao da je nejasna svrsishodnost novoosnovanog privrednog društva, budući da je njegova osnovna djelatnost, u smislu nadzora, praćenja i analiziranja finansijskog stanja drugih državnih preduzeća, već obuhvaćena nadležnostima Vlade i ministarstava, odnosno drugih organa dražavne uprave.
“Osnivanjem Montenegro Works d.o.o. je ne samo obesmišljen rad odbora direktora, resornih ministarstava i Vlade, čiji je posao da, između ostalog, prati i unapređuje efikasnost upravljanja postojećih državnih preduzeća, nego je sama Vlada, iako se na sva zvona hvali da je ekspertska, priznala da nije sposobna da obavlja kontrolnu funkciju na adekvatan način”, dodao je Šehović.
Šehović je kazao da je upitna i zakonitost novog preduzeća, najviše u smislu usklađenosti sa odredbama Zakona o privrednim društvima.
“Opravdanost osnivačkog kapitala od pola miliona eura apsolutno nije dokazana bilo kakvom ozbiljnijom finansijskom analizom, niti su date valjane garancije da se isti, kao u slučaju ToMontenegra, neće povećavati”, naglasio je potpredsjednik SD.
Kako je kazao, ne postoji ni analiza koja dokazuje finansijsku održivost preduzeća, a krajnje je upitna održivost izvora finansiranja.
“Od koga će da naplaćuje uslugu za redovnu djelatnost, iz kojih se to donacija planira finansiranje i gdje je finansijska i druga opravdanost za finansiranje kreditnim sredstvima”, upitao je Šehović.
Odluka o osnivanju preduzeća je, istakao je, donešena na netransparentan i brzoplet način, praktično preko koljena, u kome građani i zainteresovana javnost nijesu mogli da utiču niti da iskažu svoj stav.
“Očigledno je da svjedočimo obračunu među ministrima u smislu grabanja nadležnosti koje im nijesu dodijeljene Uredbom o načinu organizacije državne uprave, a ne o javnom interesu. Sve ovo pokazuje da nemamo ekspertsku nego eksperimentalnu pripravničku Vladu, koja ne umije da se nosi sa izazovima koji se svakodnevno pred nju postavljaju, niti zna šta bi sa sobom i odgovornošću koju je preuzela”, zakjučio je Šehović.
