ŠEHOVIĆ: Napravljena je zbrka u javnim finansijama
Vlada je za svega pola godine napravila antisistem odnosno pravu zbrku u
javnim finansijama, a u skladu sa sugestijama privrednog sektora bi
trebalo da odustane od ovolikog povećanja akciza, budući da je i
prethodno bilo sličnih pokušaja koji nijesu imali očekivani epilog.
Pritom, ispada da je oporezivanje slatkiša i posezanje za najvećim
pojedinačnim zaduženjem u našoj istoriji faktički jedini reformski domet
predloženog budžeta. To je na današnjoj skupštinskoj raspravi o budžetu
za 2021. godinu poručio poslanik Socijaldemokrata dr Damir Šehović. On
je pitao i zašto su za 24 miliona porasli troškovi za bruto zarade i
zašto su velika sredstva opredijeljena za ugovore o djelu, ako je već
Vlada uporno najavljivala racionalizaciju javne uprave.
Šehović je rekao i da je jasno da Budžet ne nudi sistemska već
parcijalna rješenja. Tako, na primjer, u njemu nema naznaka nove
ekonomske politike koja je na sva zvona najavljivana niti značajnijih
novih kapitalnih projekata, ali ni novih ideja oko obračuna sa sivom
ekonomijom, poreskim dugom, strukturnim problemima ili novom razvojnom
modelu.
Dodao je i da je Crna Gora vjerovatno jedina zemlja na svijetu koja je
usred godine promijenila strukturu Budžeta, odnosno sa linijskog prešla
na programski budžet, uz brzinske obuke službenika zaduženih za
finansije. Šehović je naglasio i da se po prvi put u našoj istoriji
dešava da se o Budžetu raspravlja krajem maja iste godine na koju se on
i odnosi, posebno ako se ima u vidu da Skupštini nije dostavljen
izvještaj kako su u prvoj polovini godine sredstva raspoređivana.
On se na kraju osvrnuo na Budžet sa prihodne strane, rekavši da je
nerealan u više segmenata. Naime, turistička privreda ocijenila je
nerealnim očekivanja da će se ostvariti 65% prihoda iz rekordne
turističke sezone iz 2019. u momentu kad ne funkcioniše Montenegro
Airlines, a novoosnovani ToMontenegro postoji i dalje samo na papiru
iako je sezona počela. Takođe, Vlada planira da prihoduje 40 miliona
eura od nelegalno stečene imovine, iako ni slovo o novom zakonu iz ove
oblasti nemamo. „Zato je Budžet i nerealan i bezličan“, zaključio je
Šehović.
