U toku ove godine zbog pušenja izrečene kazne od skoro 55 hiljada eura
Turistički inspektori su, u toku ove godine, napisali kazne u iznosu od 54.750 eura zbog nepoštovanja Zakona o ograničavanju upotrebe duvanskih proizvoda u zatvorenim prostorima, rečeno je Pobjedi iz Uprave za inspekcijske poslove.
Inspektori su do septembra ove godine utvrdili 133 nepravilnosti, izdali 175 prekršajnih naloga i podnijeli 14 zahtjeva za pokretanje prekršajnog postupka. Kažu da se Zakon koji propisuje da se u zatvorenim prostorijama ne koriste cigarete slabije poštuje u zimskom periodu.
“Najveći problem predstavljaju zastakljene terase ugostiteljskih objekata. Ugostitelji imaju pokretne djelove terase, koje otvaraju i zatvaraju po potrebi, što otežava utvrđivanje stvarnog činjeničnog stanja i dokazni postupak”, pojašnjavaju iz inspekcije za Pobjedu.
Kada je u pitanju prošla godina, tada su turistički inspektori napisali kazne u iznosu od 55.920 eura i podnijeli čak 42 zahtjeva za pokretanje prekršajnog postupka.
Nacionalna koordinatorka za kontrolu duvana u Institutu za javno zdravlje dr Agima Ljaljević kaže da je Zakon u velikoj mjeri ispunio ono što se i na početku očekivalo od uvođenja strogih ograničenja upotrebe cigareta u ugostiteljskim i drugim zatvorenim objektima.
“Svjedoci smo da se u javnim zatvorenim prostorima, uglavnom ne koriste duvanski proizvodi, posebno kada je riječ o ugostiteljskim objektima u kojima se ljudi zadržavaju i sa djecom. Moglo bi se unaprijediti obilježavanje zatvorenih prostora prema zakonskim odredbama – jasno je definisano koji je prostor zatvoren i više povesti računa o korišćenju duvanskih proizvoda na radnim mjestima prema zakonskim odredbama”,savjetuje ona.
Ljaljević kaže da je veoma važno da inspektori dosljedno kažnjavaju one koji ne poštuju pravila, te da treba unaprijediti i kontrolu korišćenja na svim javnim mjestima.
“Kažnjavanje je bitna mjera kontrole upotrebe duvanskih proizvoda. Predlažemo da se i policijski organi uključe u monitoring korišćenja duvanskih proizvoda, jer su inspekcijski organi ograničenih kapaciteta”,poručuje Ljaljević.
Ističe da je znanje o negativnim uticajima duvanskog dima unaprijeđeno, ali da nije značajno uticalo na promjene stavova i ponašanja generalno.
“Treba uzeti u obzir da je pušenje bolest zavisnosti, zbog čega prestanak nije lagan. Neophodno je raditi na što većoj promociji nepušenja i uz sve ostale adekvatne mjere za smanjenje prevalencije pušenja, a posebno vezano za odvikavanje od pušenja na stručan i korisniku prilagođen način”, predlaže Ljaljević.
Iz inspekcije podsjećaju da inspektori mogu da napišu kaznu od 30 eura građanima koji ne poštuju Zakon o ograničavanju upotrebe duvanskih proizvoda.
Za pravno lice kazna je 500 eura, a preduzetnika kažnjavaju sa 150 eura. Kazna za odgovoro lice u zatvorenim prostorijama je 100 eura.
Na pitanje da li je situacija sada bolja u odnosu, na primjer, na situaciju kakvu smo imali desetak godina unazad, Agima Ljaljević kaže da je prevalencija pušenja odrasle populacije iznosila 31 odsto (prema podacima LSMS iz 2012. godine), što je manje nego u prethodnom istraživanju (rađenom po istoj metodologiji iz 2008. godine), kada je prevalenca iznosila 32,8 odsto.
“Podaci iz 2000. godine ukazuju da je više od 40 odsto odrasle populacije u Crnoj Gori pušilo cigarete. Znači, između 2000. i 2012. godine bilježena je tendencija pada, da bi 2017. godine, prevalencija iznosila 35,4 odsto odrasle populacije”, kaže Ljaljević.
Ljaljević je navela da istraživanja GYTS (rađeno 2018. godine, među djecom između 12 i 15 godina) i ESPAD (rađeno među 16-godišnjacima) potvrđuju da je evidentna tendencija povećanja broja djece i mladih koji konzumiraju duvanske proizvode, kao i među odraslim stanovnicima Crne Gore (iznad 15 godina – ,,Istraživanje kvaliteta života, životnih stilova i zdravstvenih rizika“ koje je sproveo Institut za javno zdravlje u saradnji sa Evropskim centrom za monitoring droga i zavisnosti o drogama, rađeno 2017. godine).
