ZAPADNI ZVANIČNICI: Crna Gora je najveća žrtva kineskog duga
Ministri vanjskih poslova Evropske unije dogovorili su se danas da će pokrenuti globalni infrastrukturni plan koji bi povezao Evropu sa svijetom, što je posljednji korak nakon dogovora s Indijom i Japanom i sličnog obećanja Grupe sedam najbogatijih demokratija (G7), piše Radio slobodna Evropa.
Crna Gora, članica NATO saveza i kandidat za članstvo u EU, najveća je žrtva kineskog duga, kažu zapadni zvaničnici.
Crna Gora je 2014. od Kine posudila gotovo milijardu dolara za finansiranje dionice autoputa od 41 km, iznosa koji je prijetio bankrotom zemlje. Nedavno su i zvanično zatražili pomoć EU u pronalasku načina da otplate kineski dug.
RSE piše da, sumnjičavi prema inicijativi kineskog predsjednika Si Đinpinga oko “Pojas i put” inicijative” čiji je cilj infrastrukturno povezati Evropu sa Azijom u cilju većeg uticaja, EU je izašla sa formalnim planom za ambiciozno “povezivanje” od 2022.
“Vidimo da Kina koristi ekonomska i finansijska sredstva kako bi povećala svoj politički uticaj širom svijeta. Beskorisno je kukati zbog toga, moramo ponuditi alternative”, rekao je njemački ministar vanjskih poslova Heiko Maas novinarima na sastanku s kolegama iz EU u Briselu.
“Važno je da Evropska unija … usko koordinira sa Sjedinjenim Državama,” rekao je.
EU je već potpisala partnerstva s Japanom i Indijom radi koordinacije transportnih, energetskih i digitalnih projekata koji povezuju Evropu i Aziju. I Tokio i Delhi zabrinuti su zbog kineske darežljivosti za koju zvaničnici kažu da tako drže siromašne zemlje u obavezi prema Pekingu jer su prisiljene boriti se s tako velikim dugovima.
Putem razvojnih banaka, garancija za inicijalni gubitak privatnim kompanijama i nudeći iskustva zapadnih vlada, G7, čiji su se čelnici sastali u Engleskoj u junu, takođe žele osigurati veću transparentnost u infrastrukturnim partnerstvima.
U strategiji EU, nazvanoj “Globalno povezana Evropa”, ne spominje se Kina, a ministar vanjskih poslova Luksemburga Jean Asselborn upozorio je u ponedjeljak da se od Kine ne napravi protivnik, napominjući da su njemački proizvođači automobila svake godine prodavali više vozila u Kini nego u Njemačkoj.
Od 2013. Kina je pokrenula građevinske projekte u više od 60 zemalja, tražeći mrežu kopnenih i morskih veza sa jugoistočnom Azijom, Srednjom Azijom, Bliskim istokom, Evropom i Afrikom. Peking poriče bilo kakvu namjeru da projektuje moć i navode da se infrastrukturni koridor fokusira na potrebe običnih ljudi.
