Crna Gora bi od nafte mogla da zarađuje deset puta više nego od turizma
Nafta je jedini resurs koji može da riješi sve crnogorske finansijske probleme do 2024. godine, smatra kanadski stručnjak i konsultant za geofiziku i naftna istraživanja crnogorskog porijekla Vladimir Popović.
On je ministru kapitalnih investicija Mladenu Bojaniću poslao svoj prijedlog projekta razvoja naftne industrije, čijom bi realizacijom Crna Gora mogla da ima najmanje deset puta veći prihod od nafte nego od turizma u vrlo kratkom vremenu, piše Pobjeda.
“Sve što treba da uraditi je formirati nacionalnu naftnu kompaniju kao vlasnika crnogorskog podmorja, dovesti šest stručnjaka pronalazača nafte, planirati 3D program (3D geofizičko istraživanja) preko čitavog područja od Hrvatske do Albanije, uključiti konzorcijum Eni-Novatek i Energean 3D programe u zajednički program i registrovati firmu na Njujorškoj ili nekoj drugoj berzi”, kaže Popović.
On smatra da će akcije firme dodatno da porastu kad je vode naftni eksperti.
” Aramco, najveća naftna firma na svijetu, koristi uglavnom strane konsultante i formirana je na istom principu koji predlažem za Crnu Goru, što je standarni način istraživanja u svijetu gdje se perspekivne zone sa naftnim/gasnim potencijalom pokriju sa uniformnom 3D seizmikom”, rekao je Popović i dodao da taj projekat ne bi pao na teret Crne Gore, a donio bi ogromnu korist.
Prema njegovim riječima, postoji nekoliko mogućih načina finansiranja ovog projekta.
“Od prodatih 49 odsto akcija finansirali bi se konsultanti i 3D program za 2.000 kvadratnih kilometara”, kazao je Popović.
Pošto kompanije Eni-Novatek i Energean moraju biti uključeni u novi 3D program, trebalo bi što prije organizovati sastanak s njihovim predstavnicima, gdje bi razmatrala mogućnost da one finansiraju čitav ili dio 3D programa.
“Zauzvrat bi te firme dobile pravo da urade sopstvenu interpretaciju kompletnog 3D programa, što bi im omogućilo da naprave daleko bolju interpretaciju na sopstvenim licencama. Treba pomenuti što su te firme uspješnije veća je korist za Crnu Goru”, rekao je Popović.
Smatra da treba predložiti EU da finansira 3D program kojim bi se otkrile dodatne rezerve gasa i nafte.
“Zauzvrat Crna Gora bi zatvorila rudnik lignita u Pljevljima koji ionako prema EU politici mora da se zatvori. To bi bio veliki plus Crnoj Gori za ulazak u EU”, ističe Popović.
Dodaje da je proces istraživanja nafte i gasa u Crnoj Gori do sada bio vrlo spor i treba da se znatno ubrza.
“Vlada treba da ispita iz kojih fondova dolaze pare za sabotiranje razvoja naftne industrije, a time i ekonomije u Crnoj Gori pod tobožnjom brigom za zagađenje mora i globalno zagrijavanje”, rekao je Popović i poručio da su Eni i Novatek ,,vrhunske svjetske kompanije sa vrhunskom tehnologijom“ koje garantuju svom svojom imovinom ako bi se desio neki incident prilikom bušenja.
Konzorcijum kompanija Eni i Novatek je 25. marta počeo prvo istražno bušenje u podmorju kod Ulcinja.
Iz Vlade su ranije saopštili da se na toj bušotini očekuje veliko ležište nafte.
