MEDOJEVIĆ: Formirati ustanovu za pomoć maloljetnicima
Predsjednica Banke hrane juče je imala sastanak sa Ombudsmanom gdinom Sinošom Bjekovićem i Snežanom Mijušković, zamjenicom Zaštitnika ljudskih prava i sloboda a povod je bio, kako navode iz Banke hrane, nedovoljan angažman institucija za prevazilaženje problema neprimjerenog ponašanja maloljetnika, za šta imamo konkretne primjere.
“Banka hrane je o ovom problemu informisala sve relevantne institucije, Ministarstvo socijalnog staranja, Ministarstvo zdravlja i Ministarstvo policije. Nismo dobili povratne informacije od njih, iako smo se obraćali više puta. Sami roditelji ne uspijevaju riješiti problem maloljetničkog devijantnog ponašanja
a nakon obraćanja institucijama ne dolazi do poboljšanja ponašanja djece”, navodi Medojević.
Ona kaže da maloljetnici napuštaju porodični dom, pokazuju samovolju i manipulativnost a nakon smještaja u institucije iz njih bježe. Policija je informisana da djeca nisu na sigurnom, danima ali ne dolazi do blagovremene reakcije.
“Na jučerašnjem sastanku je konstatovano da u Crnoj Gori nema ustanovu zatvorenog tipa, koju ne mogu bez dozvole napustiti a u kojoj mogu da borave djeca sa poremećajem u ponašanju gdje bi imala stručni nadzor i adekvatno liječenje Poremećaj u ponašanju djece može nastati zbog siromaštva, nedostatka jednog roditelja, nasilja u porodici ili nekog drugog problema.
Ono što pruža javna ustanova “ Ljubović” nije dovoljno za napredak u ponašanju, barem kad su u pitanju ozbiljniji slučajevi.
Ako ne pomognemo blagovremeno maloljetnicima da savladaju probleme u kojima se nalaze oni će vremenom imati još složenije probleme.Postaće kao punoljetne osobe devijantne ličnosti bez kvalitetnog života a njihive porodice i država će imati ozbiljne probleme”, kaže Medojević.
Ona dodaje da do formiranja specijalizivane ustanove za stručnu podršku djeci sa problemima u ponašanju u Crnoj Gori, moramo djecu slati u druge države kako ne bi ispustili šansu da ih vratimo na pravi put do njihovog punoljetstva.
“Mora se skrenuti pažnja sistemu da troškove puta i smještaja pratioca, ne mogu roditelji sami snositi jer se često radi o socijano ugroženim porodicama.Lijekovi koje doktori prepišu moraju biti na listi odobrenih od našeg fonda zdravstva jer ih roditelji nemaju od čega kupiti”, zaključuje Marina Medojević.
