PODGORICA: Od 530 ljekara privatno rade 92
Od 530 ljekara Kliničkog centra Crne Gore (KCCG) 92 su dopunski angažovana u privatnim ustanovama i ordinacijama, kazala je za „Dan” direktorka KCCG Zorica Kovačević. Ona je istakla da je nedavno usvojenim izmjenama Zakona o zdravstvenoj zaštiti vraćeno rješenje po kome sada direktori ustanova, bez ministra, odlučuju hoće li doktori zaposleni u javnoj ustanovi dobiti saglasnost za dopunsko angažovanje kod privatnika.
Kovačevićeva navodi da je od 10. januara, kada je stupio na snagu izmijenjeni Zakon o zdravstvenoj zaštiti, izdala dvije saglasnosti za rad ljekara kod privatnika.
Prema podacima KCCG, u toj ustanovi je zaposleno 350 ljekara specijalista i oko 180 kliničara i ljekara na specijalizacijama. Kovačevićeva je nedavno kazala za „Dan” da je nedostatak ljekara specijalista i supspecijalista, jedan od glavnih problema i razlog zašto građani čekaju na preglede i operacije.
“U 2016. godini 90 ljekara je dobilo saglasnost za dopunski rad u javnim i privatnim zdravstvenim ustanovama koja važi do isteka ugovora. Angažovanje zaposlenih u dopunskom radu ne remeti funkcionisanje procesa rada naše ustanove jer isti mogu obavljati nakon redovnog radnog vremena, te na visokom nivou obavljenih svih radnih obaveza u KCCG. Novim zakonskim rješenjem direktor zdravstvene ustanove daje saglasnost za dopunski rad zdravstvenom radniku i zdravstvenom saradniku (čl. 98). Navedenim članom zakona definisani su i uslovi ostvarivanja prava na dopunski rad zdravstvenih radnika i zdravstvenih saradnika. Smatram da je ovo dobro zakonsko rješenje i da omogućava direktoru bolju kontrolu rada zaposlenih”, ističe Kovačevićeva.
Ona je najavila da će kontrolisati rad ljekara i medicinskih radnika iz KCCG koji su angažovani kod privatnika.
“Od kada ja rukovodim KCCG nijesam uputila nijedan predlog Ministarstvu zdravlja za dopunski rad zdravstvenih radnika i zdravstvenih saradnika naše ustanove, a u skladu sa novim zakonskim rješenjem, tj 333 član 98, izdala sam dvije saglasnosti za dopunski rad u PZU za dva ljekara”, kaže Kovačevićeva.
Ističe da će voditi računa da se poštuje zakon pri izdavanju saglasnosti ljekarima.
“Pridržavaću se zakona i isto zahtijevati od svih zaposlenih. Zdravstveni radnik može da obavlja dopunski rad pod uslovom da poštuje radno vrijeme propisano aktima kojima se uređuje organizacija i raspored radnog vremena u zdravstvenoj ustanovi u kojoj je zaposlen (smjenski rad, dežurstvo, pripravnost). Saglasnost za rad kod privatnika jedino se može izdati ljekarima koji u punom obimu i u propisanom radnom vremenu pružaju kvalitetne zdravstvene usluge u okviru radnog mjesta utvrđenog aktom o unutrašnjoj organizaciji i sistematizaciji ustanove, u skladu sa planom i programom rada ustanove”, navodi Kovačevićeva.
Bivši direktor Kliničkog centra Ranko Lazović kazao je prije tri mjeseca da toj ustanovi prema novoj sistematizaciji radnih mjesta fali 400 ljekara i 1.100 medicinskih sestara, što predstavlja veliki izazov za organizaciju posla i prihvat pacijenata.

Kovačevićeva naglašava da je saglasnost za dopunski rad kod privatnika, prema zakonu, moguće izdati jedino ljekarima na koje nema primjedbi na rad od strane Komisije za kontrolu kvaliteta zdravstvene zaštite.
“Saglasnost za dopunski rad jedino može dobiti ljekar koji nema osnovanih pritužbi građana, nije disciplinski kažnjavan u poslednjih pet godina, u periodu od godinu dana prije podnošenja zahtjeva za davanje saglasnosti nije odsustvovao sa posla duže od tri mjeseca, i da izdavanje saglasnosti za dopunski rad ne utine na organizaciju rada pojedinih djelatnosti ili zdravstvene ustanove kao cjeline u kojoj je zdravstveni radnik zaposlen sa punim radnim vremenom”, istakla je Kovačevićeva.
