Bulevar kroz Gornju Goricu, odnosno, rekonstrukciju magistralnog puta Podgorica-Cetinje, od cetinjskih semafora do mosta na Sitnici, radiće kompanija “Tehnoput-Mne” iz Podgorice za 9.473.074 eura. Direkcija za saobraćaj je njihovu ponudu od 9,4 miliona eura izabrala kao najpovoljniju na tenderu za rekonstrukciju puta u dužini od 3,3 kilometra, koji je bio procijenjen na 10 miliona eura.
Ponuda kompanije IGP “Fidija” iz Podgorice je odbijena kao neispravna.
Vlada je dala zeleno svjetlo za Sporazum o sufinansiranju ovog projekta i zadužila Ministarstvo saobraćaja i pomorstva da u kapitalnom budžetu za 2018. godinu uvrsti iznos sredstava potrebnih za realizaciju radova, koje shodno Zakonu o putevima finansira Direkcija za saobraćaj. Radovi koji se odnose na obavezu izvođenja Ministarstva – Direkcije za saobraćaj iznose 6,4, a radovi koji su obaveza Glavnog grada 4,2 miliona eura.
Ministarstvo pomorstva i saobraćaja – Direkcija za saobraćaj, će finansirati pripremne i zemljane radove, pješačke staze i bankine, kolovoz, atmosfersku kanalizaciju, objekte potporne konstrukcije, most preko rijeke Sitnice i projekat izvedenog stanja. Rekonstrukcijom je predviđeno pretvaranje dijela postojećeg puta u bulevar sa četiri trake.
Predviđeno je da Glavni grad finansira dopunu Glavnog projekta u formalnom smislu, Elaborat eksproprijacije zemljišta i da riješi imovinsko – pravne odnose, javnu rasvjetu, instalacije jake i slabe struje, vodovod i fekalnu kanalizaciju.
Glavni projekat rekonstrukcije magistralnog puta izradile su kompanije “Čelebić”, “Via projekt” i “Bates”, kao i “DB inženjering” iz Beograda.
