Air Montenegro KRIJE koliko i kome plaća; MANS: Trošenje novca državnih kompanija mora biti dostupno svima, Air Montenegro nije izuzetak
Nova crnogorska avio kompanija Air Montenegro odbila je da saopšti sa koliko je novca poreskih obveznika plaćen promotivni video spot ove kompanije, a u Mreži za afirmaciju nevladinog sektora komentarišu da Air Montenegro ne može biti izuzetak od pravila da podaci o tome kako se troši novac iz budžeta moraju biti dostupni svim građanima.
Odgovarajući na pitanja VOP-a iz Air Montenegro su juče kazali da ne mogu saopštiti cijenu spota zbog, kako su obrazložili, “kaluzule o povjerljivosti” i obaveze poštovanja “tajnosti odredbi ugovora”.
“Na žalost nismo u mogućnosti da javno iznosimo djelove ugovora jer smo klauzulom o povjerljivosti podataka u obavezi da poštujemo tajnost odredbi ugovora”, naveli su iz nacionalne avio kompanije.
Oni takođe, nisu ispoštovali, zakonsku obavezu raspisivanja javnog tendera za nabavku ove usluge, već su, kako navode, “proceduru” sproveli na osnovu Internog pravilnika o javnim nabavkama.
“Shodno internom Pravilniku o javnim nabavkama izvršena je procedura prikupljanja tri ponude za odabir kompanije za izradu promotivnog spota. Cijeli postupak sproveden je na osnovu pomenutog pravnog akta kompanije i tom prilikom je odabrana renomirana crnogorska produkcijska kuća „Galileo“”, odgovorili su VOP-u iz Air Montenegro.
Na dodatna pitanja da nam dostave na uvid Interni pravilnik o javnim nabavkama na osnovu kojeg je, kako tvrde, izvršena nabavka, kao i kojim produkcijskim kućama su, i kada, poslali zahtjev za ponude, VOP nije dobio odgovore.
Milovac: Troškovi marketinga nisu izuzetan slučaj
U skladu sa Zakonom o javnim nabavkama postoje određeni slučajevi u kojima se nabavke državnih preduzeća mogu realizovati bez javnog tendera ali, kako za VOP kaže Dejan Milovac, direktor istraživačkog centra MANS-a, troškovi marketonga nisu takav slučaj.
“Podaci o tome kako se troši novac iz budžeta Crne Gore moraju biti dostupni svim gradjanima i nova državna avio kompanija ne smije biti bude izuzetak. Sakrivanje informacija o javnim finansija je moguće samo u izuzetnim slučajevima, a troškovi marketinga državne kompanije svakako ne mogu proglašavani za poslovnu tajnu”, kaže Milovac.
