ABAZOVIĆ: Vraćamo Luku Budva građanima
Predstavnici Javnog preduzeća za upravljanje morskim dobrom i predsjednik Skupštine opštine Budva danas su se sastali sa potpredsjednikom Vlade Crne Gore gospodinom Dritanom Abazovićem, na kojem su razgovarali o rješavanju problema Luke Budva i stavljanje van snage Zaključaka Vlade Crne Gore od 10. aprila 2017. godine, kojom je firmi “Dukley Marin” omogućeno da nastavi da koristi Luku Budva i nakon isteka ugovora.
Predsjednik Upravnog odbora JP “Morsko Dobro” Blažo Rađenović i direktor Mladen Mikijelj upoznali su prisutne o pokretanju pitanja u vezi Luke Budva i stavljanje van snage Zaključaka Vlade broj 07-118 od 10. aprila 2017. godine, kojim je mimo zakonske procedure i interesa građana Budve i preduzeća, omogućeno firmi “Dukley Marina” da koristi jedan od najvažnijih resursa u zoni morskog dobra ispod realne vrijednosti. Predsjednik JP ,,Morsko dobro” Mladen Mikijelj je obavijestio potpredsjednika Vlade dr Dritana Abazovića o Urgenciji upućenoj Ministarstvu ekologije dr Ratku Mitroviću, o hitnom stavljanju van snage pomenutih Zaključaka Vlade, kako bi se umanjila šteta koja je prouzrokovana.
Ukazujući na činjenicu da je korisnik od 2002 – 2017. godine plaćao naknadu u iznosu od 29.000,00 eura, što nedvosmislno pokazuje da se radi o nesrazmjernoj visokoj koristi koju ostvaruje korisnik, predstavnici preduzeća zaključili su da se jasno radi o štetnom ugovoru.
Predsjednik Skupštine opštine Budva Krsto Radović, istakao je važnost da se u Vladi pokrene pitanje izmjene Zakona o lukama u dijelu upravljanja lukama od lokalnog značaja, koji bi omogućio da Opština Budva upravlja istom. Na ovaj način bi se poboljšala funkcionalnost i obezbjedila neophodna ulaganja. Predlog gospodina Radovića je da lokalna samouprava formira preduzeće ili u krajnjem slučaju “Lučku upravu”, koja će biti osnovana od strane Ministarstva kapitalnih investicija, navodeći kao dobar primjer Zakona o lukama u Hrvatskoj.
,,Trenutno ima 6 ili 7 luka od lokalnog značaja (Skver, Zelenika, Kalimanj, itd), pa ukoliko ostale opštine nisu zainteresovane da preuzmu upravljanje tim lukama, onda neka predvide samo Luku Budva odvojeno, da njom gazduje Opština”, zaključio je Radović. Radović je postavio i pitanje u vezi izrade Državne studije lokacije, sa posebnim akcentom na dio sektora 43 – Luka Budva, ističući da se ova lokacija ne posmatra integralno sa Lukom, već odvojeno, kao sportski objekat.
Potpredsjednik Vlade Crne Gore naveo je da je Luka Budva integralni dio Starog grada Budva i da ona funkcionalno i ekonomski nerazdvojan dio Starog grada i da je zbog toga treba da se vrati građanima Budve.
Potpredsjednik Vlade je naglasio da nema ništa protiv toga da se jedan dio Luke Budva koristi za potrebe marine, ali da luka treba primarno i namjenski da odgovara potrebama građana i profiliše Budvu kao primorski grad.
